1. Define the Surveillance Objective
Each position needs a purpose: monitoring a gate, capturing movement detail, observing stock, documenting a loading area, or covering the perimeter. Write the objective for each camera because a broad overview may not capture the detail needed for a specific event.
Also define who can view live video, who can export footage, and the retention period under the organization's policy and applicable requirements.
2. Conduct a CCTV Site Survey
A physical survey reveals lighting changes, reflections, heights, obstacles, image distance, cable routes, and network and power locations. It also identifies areas requiring weather protection, night vision, or suitable wide dynamic range.

3. Create a Coverage and Placement Plan
The plan specifies each camera direction, field of view, intended target, and potential blind spots. Good placement should:

- Cover entrances, exits, receiving points, and sensitive areas.

4. Select Camera Types and Specifications
Dome Cameras
Often suitable for indoor spaces and corridors, with a form that makes lens direction less obvious. Select appropriate impact and environmental protection where needed.
Bullet Cameras
Common for perimeters and longer viewing distances. Weather resistance, connection sealing, and stable mounting are important.
PTZ Cameras
Pan, tilt, and zoom support active monitoring of large areas, but PTZ should not replace fixed coverage of every critical point because the lens may face elsewhere during an event.
Resolution, Lens, and Night Performance
Resolution must be evaluated with field of view, distance, lens, lighting, frame rate, storage, and network capacity. A test at the intended location is more useful than comparing megapixel numbers alone.
5. Design Recording and Storage
NVR capacity depends on camera count, resolution, frame rate, codec, continuous or motion recording, and retention days. Include headroom for growth and real scene complexity.
Confirm what happens when storage fills, whether camera or disk failures generate alerts, who can delete or export recordings, and how time synchronization keeps timestamps consistent.
6. Plan Networking, PoE, and Cabling
IP cameras are network devices. The design should calculate PoE budgets and uplink capacity, organize addressing, segment the camera network where appropriate, and secure remote access.
Route cables away from interference where practical, protect them in suitable pathways, and label both ends. Connections and junction boxes should not remain exposed to unauthorized access or the environment.
7. Protect Power and Continuity
Recording may be most important during a power event. Calculate UPS load for the recorder, switches, and critical displays, provide surge protection, and maintain suitable cabinet ventilation.
Test actual backup duration and confirm how every device recovers when stable power returns.
8. Install and Calibrate Safely
Technicians should use suitable tools and work platforms for the height, then calibrate lens angle, focus, and night illumination. Mounts, cable entries, and outdoor connections must match dust and moisture conditions.

9. Secure Remote Viewing
Replace default credentials, create role-specific accounts, apply suitable stable updates, and restrict external access. Do not share one administrator account with every user or expose random ports to the internet.
Document alerts, approved viewing devices, and the process for revoking access from a former employee or lost phone.
10. Run Handover Tests
Testing must reflect real operating conditions, not simply show a live picture:
- Check every view by day, at night, and under difficult lighting.
- Confirm agreed areas have no material blind spots.
- Find, play, and export an older recording.
- Test camera-loss or disk alerts where available.
- Test power loss, recovery, and resumed recording.
- Review time, permissions, and remote viewing.
